The composition and powers of the People's Council are established in Article One of the Video Galaxy Constitution. The major power of the People's Council is to pass federal legislation that affects the entire galaxy, although its bills must also be passed by the King's Council and further agreed to by the Video Galaxy King unless both the People's Council and King's Council re-pass the legislation with a two-thirds majority in each chamber. The People's Council has some exclusive powers: the power to initiate revenue bills, to impeach officials (impeached officials are subsequently tried in the King's Council), and to elect the Video Galaxy King in case there is no majority during the voting.
Each Video Galaxy Planet is represented in the House in proportion to its population as measured in the census, but every planet is entitled to at least two representatives. The most populous planet, Yoshi Planet, currently has 26 representatives. On the other end of the spectrum, there are eight planets with only two representatives each (A Planet, B Planet, Y Planet, X Planet, Water Planet, Apple Planet, DreamArena, Tropic Planet). Each representative serves for a two-year term. The Speaker of the People, who presides over the chamber, is elected by the members of the People's Council, and is therefore traditionally the leader of the People's Council. The House meets in the south side of the M Ship.
